An Oxford woman has criticised plans to introduce restricted parking in a road in Rose Hill, saying it will make access to a church and churchyard 'even more impossible'.

Sally Pinnington made the comment about the plans for Westbury Crescent. 

Oxfordshire County Council is proposing to introduce residential parking permits in Iffley, Rose Hill and 'Littlemore North' - stretching over parts of Rose Hill and Iffley, Littlemore and Cowley.

For all three new CPZs if approved, residents’ permits would be set at £80 for two permits per household a year.

The county council said the proposals 'aim to alleviate the problems associated with non-resident parking and overflow parking from adjacent CPZs'.

Ms Pinnington said this will make accessing St James Church more difficult. 

She said: “I'm very concerned about the proposed scheme restricting parking in Westbury Crescent.

“This, together with LTNs which are already in place in the area, causing me and many others much trouble and anxiety, will make access to St James Church and churchyard even more impossible.

"It's extremely difficult to get a blue badge for parking but there are many, like myself who are not able to carry water, flowers and any necessary garden tools any further than Westbury Crescent. There are no water taps in the church.”

She added: “Of course, this will also affect many people wishing to attend church services. The scheme may mention one or two hour slots for non residents, but in my experience these are few and far between, if at all. 

“I also think, allowing cyclists to ride both ways is a very bad idea when proposal is one way only for cars, as there are dangerous bends at each end. An accident waiting to happen. 

“Currently, whenever I drive to Westbury Crescent for the churchyard, there are always spare places and most houses have their own drives so I question how necessary this scheme is.”

The proposal is currently open for public consultation until October 25.

In the council's published statement of reasons, it said: “Supplementary to the proposed CPZ – a new traffic management scheme is proposed for Westbury Crescent, which seeks to provide a better distribution of vehicle traffic, as well as helping to improve road safety in the immediate area. 

“The scheme comprises of a new one-way restriction (except for pedal cyclists, who will be allowed to cycle in both directions throughout); also complimented by new traffic calming features in the form of a series of physical planters placed on the highway to narrow the road slightly, encouraging vehicles to reduce their speed.

"‘No Waiting at Any Time’ parking restrictions will be introduced to accompany the traffic calming features to help ensure vehicle passage & visibility remains unobstructed.”
