The city council's chief executive is set to have a planning application permitted for modifications to a property in an Oxford suburb. 

Caroline Green wants to demolish a garage and rear extension and build a part single, part two-storey side and rear extension with a garage at a house in Howard Street, Donnington.

Ms Green, who was appointed chief executive of Oxford City Council in February 2021, will have her plans decided by the authority's planning committee tomorrow (Tuesday, September 17). 

The scheme includes an extension to the existing roof and raising an existing ridgeline in association with a loft conversion, as well as rooflights, solar panels and an air source heat pump.

The application, which has been recommended for permission, will be decided by the council's planning committee on Tuesday, September 17 because all schemes, however minor, submitted by councillors or staff must be aired in public.

This is to ensure transparency and no conflict of interest. 

No comments were received in support or objection.

However Will Madgwick, Oxford County Council highways officer, said: “I am however concerned about the construction phase of the project with Howard Street being an important two-way cycle route, having multiple parked cars on the carriageway and a high number of pedestrians using it at peak times.

"Construction vehicles will need to be managed carefully to avoid peak times and park in appropriate locations without creating safety concerns to pedestrians and cyclists, banksmen should be present for any manoeuvring taking place.”

Mr Madgwick said a construction traffic management plan should be submitted.
