A police officer has been sacked after punching two people in the head, pepper spraying them in the face and using abusive language.

PC Sulaiman Ahmed was dismissed from Thames Valley Police (TVP) without notice after a misconduct hearing found him guilty of gross misconduct.

The three-person panel said the officer was found to have used "unreasonable and disproportionate force" while responding to two separate incidents.

At the hearing on September 2-5 held at Thames Valley Police headquarters in Kidlington, the panel found it proven that on August 8, 2022 PC Ahmed punched an individual known as PERSON A twice in the head.

PC Ahmed sprayed PERSON A in the face with Captor [pepper] spray "at close range" and "punched PERSON A three or four times in the torso area".

He "pushed PERSON A’s head into the ground" and "whilst using force on PERSON A" PC Ahmed called him a “F***ing idiot” and a “F***ing bell-end”.

PC Ahmed did not provide PERSON A with sufficient ‘after care’ having sprayed him in the face with Captor.

It was also proven that PC Ahmed used "unreasonable and disproportionate force" on another occasion while on duty on January 9, 2023.

He "punched" an individual called Mr Zekari "in the back of the head, punched him three times in the face and on top of the head".

He "sprayed Mr Zekari in the face with Captor spray at close range" and "struck Mr Zekari in the back four times with his knee".

PC Ahmed "bent Mr Zekari’s handcuffed wrist" and "whilst using force on Mr Zekari" called him a “F***ing idiot”, a “F***ing bell-end”, a “prick”, a “F***ing dick” and a “t**t”.

PC Ahmed did not provide Mr Zekari with sufficient ‘after care’ having sprayed him in the face with Captor.

The panel said that "the multitude of insults and disparaging terms used" during both incidents "discredited the police service".

The panel concluded that PC Ahmed, who was based at Slough, breached multiple standards of professional behaviour.

When summarising why the officer would be dismissed without notice, the panel said: "The behaviour the officer demonstrated involved an excessive use of force, gratuitous use of violence, inappropriate use of Captor spray and aftercare, and unnecessary abusive language (which he had been previously spoken to about) during two separate incidents.

"His attitude during both incidents concerned the panel.

"There was a need to protect public confidence in, and the reputation of, the police service, a need to maintain high professional standards and a need to protect the public by preventing similar misconduct in the future.

"This was only appropriately served by the outcome of dismissal without notice."
