Oxfordshire county councillor Damian Haywood responded to the news saying more funding needs to be allocated to make roads in the county safer.
He said: "Although I do not know the particulars regarding this tragic event, we can only stop them from occurring by building better and safer infrastructure for cyclists and motorists.
"This would mean complete separation on roads such as the one where the incident occurred.
"We do not have the funding required within Oxfordshire to do this.
"If we are going to make Vision Zero a realistic goal we need significant investment from central government.
"It is our aim to encourage cycling as a preferred method of transport to improve people's health and reduce emissions, but this can only be achieved if cycling is safe.
"I offer my deepest condolences to the friends and family of the person killed."
No arrests have been made as police launch an appeal for witnesses.
Investigating officer, PC Liam Calvert, of the Roads Policing Unit, said: “This is a tragic incident, and our thoughts are with the cyclist's family at this very difficult time.
“We would like to speak to anyone who saw this happen or saw either of the vehicles involved prior to the incident.
"We would also ask anyone with any relevant dash-cam footage to come forward."
If you have witnessed this incident call Thames Valley Police on 101 quoting reference number 43240088099.
