Roger Felton, 54, of Magdalen Road, was arrested after a man in his 40s was taken to hospital with non-life-threatening injuries.
Thames Valley Police said they were called to the incident at around 2.40pm after a parking disagreement.
Mr Felton has been charged with one count each of: S18 GBH wounding with intent, racially aggravated intentional harassment/alarm/distress and possession of a class B drug, namely cannabis. He is due to appear at Oxford Magistrates’ Court today (Monday).
The incident took place outside a number of stores on Magdalen Road, which joins Iffely Road and Cowley Road.
A nearby resident, who asked to remain anonymous, said: “I heard shouting and swearing outside at the time of the attack, however, I didn’t look outside because this is not unusual for here.
“I only happened to notice the armed police later on as they were securing the property and making an arrest when I glanced out the window.
“Initially I was a bit shocked as I didn’t know what had happened, but I also wasn’t surprised to see police turn up here.
“I thought the police were very professional about it and there was no struggle involved.
“The man seemed to come out of the property, turned around and got on his knees with his hands up.
“The police then approached and cuffed him with no issues.”
Muhammad Azam, 48, who owns Noor Supermarket, said he was outside the shop with delivery driver Malik when a man came up to them and started swearing.
Pictures show a large police cordon in the area with one eyewitness saying that six police cars and one ambulance crew were called to the scene.
The road was closed to the public whilst the emergency services dealt with the incident.
The man in his 40s has since been discharged from hospital.
