Oxford City Council has been flying its City flag at half-mast over the Town Hall this week.
The council said it was "a mark of respect following the horrific violence that Hamas perpetrated on Israel over the weekend".
Susan Brown, leader of Oxford City Council, said: “The council wishes to express its sympathy for all of the victims and their families of these appalling acts of terrorism.
"We unequivocally condemn Hamas for its actions.
"We are appalled at the needless loss of life, and very concerned about the serious and urgent threat to civilians in the region.”
The city council’s decision to flying the flag at half-mast follows government advice issued at the weekend around flying flags at half-mast on public buildings.
