It is thought that Mr Clinton is in Oxford for the anniversary of the Rhodes Scholarship programme, which was established in 1903.
The former leader of the free world attended University College, but never completed his degree, which is thought to be in part because he was worried about the draft for the Vietnam war.
However, in 1994, he received an honorary degree and a fellowship from the university.
Mr Clinton’s wife, Hilary Clinton, has also been awarded an honorary degree from Oxford University.
