A provisional license allows motorists without a full license to drive while supervised by a driving instructor, or any driver over the age of 21 who has held a full driving licence for at least three years.
When questioned, the driver said that he had failed his test the previous week. His vehicle was seized, and the driver was reported.
The police put a sticker on the vehicle that read ‘NO INSURANCE, SEIZED BY POLICE, Stay insured… it’s the law.”
