On April 22, I used the civic car park in Abingdon as I had business in the Vale of White Horse council offices.
Upon entry, I found all the disabled bays were full.
I was about to leave when I noticed a parking attendant. I drove around and asked him if I could park, while displaying my blue badge and was assured that this would be fine, so I parked and locked my car.
It was then that I realised he was taking photographs of the car that he had just put a ticket on.
We talked for a minute or so about the need for photographic evidence and then I went about my business. The time was 11.20.
At 12.45, I emerged from the offices to find - you guessed it, an excess charge ticket, issued because I had parked about a foot over the bay markings - the time on the ticket was 11.30.
I went back into the council to complain and was told to fill in a small box on a general form to appeal.
I did so and was told by a council employee that I would be wasting my time as very few appeals were successful.
I have appealed twice to date, once with the help of the Citizen's Advice Bureau, but both have been rejected because the man in question denies seeing me, let alone talking with me. The bays are very poorly marked and there are no warning signs. Have any other disabled drivers had a similar experience?
