Police were called to Oxford city centre due to reports of a device in Broad Street.
Officers conducted a search of the area following the "bomb scare" including using the force's specialist dog unit.
Many people were evacuated from the area as police searched for the device and urged the public to avoid the area.

The police search also forced businesses to close including Blackwell's and The Bodleian Libraries.
Thames Valley Police (TVP) has confirmed that no device was found and that all cordons in the city centre have now been lifted.
A TVP statement said: "We put a cordon in place in Oxford City Centre earlier this morning following reports of a device being placed in Broad Street.
"We responded quickly and conducted a thorough search of the area, including our specialist dog unit.
"We are now in a position to confirm that no device was located and the cordons have now been lifted.
"Public safety was paramount while we investigated this report, and we would like to thank the public for their patience and co-operation while we dealt with the incident."
