Five pubs and shops have been caught selling alcohol to under 18s as part of an operation in the area covered by the Vale of White Horse District Council.
Test purchases were made at nine licensed premises on Friday.
The Eagle, in Watchfield, Southmoor Food and Wine, the Crown, in Marcham, the Plough, in Abingdon, and Londis, in High Street, Abingdon, all failed.
Each offending member of staff was fined £80 and council licensing officers are continuing to investigate the sales.
