The Government seems determined to build a centre for immigrants of some sort somewhere in the Bicester area.
Two years after abandoning a scheme for one centre, it has come forward with plans for another.
Some will argue that with Campsfield House at Kidlington, Oxfordshire is already doing enough to house asylum seekers.
But despite fierce opposition from some quarters, ministers clearly see a need for more such places.
However, if it is built, we hope lessons will be learned from the running of Campsfield House.
The number of riots and disturbances there over the years has been alarming, and steps must be taken to ensure that any new centre is better managed.
We also hope the Government won't be throwing away any more taxpayers' money - £28m was wasted on the previous aborted attempt to build near Bicester.
A report by the National Audit Office after that calamity said that money could have been saved if the Home Office had worked in a "more co-ordinated and joined-up way".
Such waste must not be allowed to happen again.
