I see that the city council is putting the blame on the bus companies and postal service, but not its own incompetence (Oxford Mail, April 11).
It should have sent out the passes in batches at least three weeks before the date required, not leave them to the very last minute. It should also have notified every pensioner with out-of-date passes to renew them. Even on my old pass, there was no expiry date - the council had only to look at its computers.
