Vale of White Horse leader Jerry Patterson is standing by the council's decision not to allow a national bus pass scheme for the over 60s and disabled people to operate from 9am.
The new scheme, launched on April 1, means people can enjoy free off-peak travel on local buses anywhere in England from 9.30am until 11pm on weekdays, and all day weekends and bank holidays.
Local councils can chose to extend the scheme but must meet the extra cost through council tax.
Cllr Patterson said: "We are a relatively small district and are striving to provide a broad range of services with limited resources. We did not feel we could to sustain such a scheme."
