Twenty environmental campaigners, including one wearing a Gordon Brown mask, demanded tougher action on carbon emissions at a demonstration on Saturday.
Members of the Oxford branches of Friends of the Earth and the World Development Movement staged the protest as part of The Big Ask, a national day of action to get the Government to include international aviation and shipping emissions in the Climate Change Bill targets.
About 20 protesters stood under Carfax Tower to make their views known to hundreds of shoppers.
Friends of the Earth coordinator Jackie Walkden said: "We are trying to make people aware that it is complete nonsense to exclude aviation from the Climate Change Bill."
