We can understand pensioners' frustration at the different rules being applied to their new 'go anywhere' bus passes.
Some councils will allow them to be used from 9am, others from 9.30am.
It seems strange that times should vary when it is a national scheme.
But we can understand why some councils are being wary when they don't know how much this Government-inspired scheme is going to cost them.
