The family of a popular Bicester councillor say he will be missed by many people.
Dr Ajit Bhart suffered a heart attack, the day after celebrating his 70th birthday.
He had been on a lay visit to Banbury police station and was due to return to his wife Surinder and family in Caversfield, near Bicester, when a concerned passer-by noticed Dr Bhart in his car, and realised something was wrong.
The emergency services were contacted and tried to help, but Dr Bhart had already passed away.
He leaves behind his wife, daughters Satwant, Pinder, Jasbir, Gurbux, son, Jatinder and grandchildren Baljinder, Parminder, Jessica, Emily and Natalie four sons-in-law and a daughter-in-law.
The family described the death of the loving husband, doting father and grandfather as a "huge loss".
Pinder said: "He was the head of the whole Bhart clan.
"He was well respected in both the UK and in India.
"He was a very supportive father, very ambitious and always encouraged everyone to get the best out of education.
"We would like to thank the person who tried to save dad. We are very grateful."
