The officers were able to calm the man down before detaining him until another police unit arrived from the Faringdon neighbourhood team.
Police ensured the welfare of the victims and spoke with witnesses before arresting the suspect, who was released on conditional bail.
Taking to social media the pair thanked members of the public who intervened before they arrived on the scene.
