More than 100 people gathered in Woodstock Market Square to show solidarity with the people of Ukraine.
The event opened with a minute’s silence out of respect for those who have lost lives and loved ones.
It was followed by a round of applause for the Ukrainian people.
County councillor Andy Graham said: “I am proud that people turned out from neighbouring villages, Bladon, Stonesfield, Tackley and Combe, demonstrating the need to get action on this humanitarian catastrophe.”
More than two million people have fled Ukraine since Russia’s invasion.
While the European Union allows visa-free travel for Ukrainians fleeing the fighting, the UK insisted they are necessary to guarantee security.
Ukrainians have faced a series of bureaucratic hurdles in obtaining appointments to complete the paperwork.
Mr Graham said: “The Government must streamline entry visa entry NOW! Learn from the people, Government, and get your act together. We are prepared to help in a real way now make it happen at double speed.”
Oxford academic Olena Seminog, who trained in Kyiv but has lived in the county for over 10 years, made an impassioned plea for medicine to be sent to her native country.
Meanwhile Cllr Elizabeth Poskitt spoke about the courage of Ukrainian women on International Women's Day.
The vigil ended with many residents making pledges to offer temporary homes to refugees and giving cash donations to the Red Cross and Save the Children.
