A DECISION whether to make the low traffic neighbourhoods (LTNs) in Cowley permanent has reportedly been deferred.

A decision on the future of the Cowley LTNs was set to be made this morning by Oxfordshire County Council’s cabinet member for highways management, Tim Bearder.

A council report stated that Mr Bearder was recommended to make permanent the LTNs in Church Cowley, Florence Park and Temple Cowley.

However, an email sent to the Oxford Mail, and reportedly sent to speakers at this morning’s meeting, says the LTN decision has been delayed.

The email reads: “The cabinet member for highways management, councillor Bearder, has agreed that Item No. 4, Cowley LTNs, due to be considered at today’s delegated decisions by cabinet member for highways management meeting at 10am will be deferred and referred to the council’s cabinet for consideration and decision.

“This decision has been taken on the advice of the monitoring officer.

“Councillor Bearder has asked that I pass on his sincere apologies for the late decision to refer this item to the cabinet.

“In the last 24 hours there has been a tremendous number of emails received by councillor Bearder and officers, both in support and opposing the Cowley low traffic neighbourhood proposals.

“For this reason, it was the monitoring officer’s advice that this decision should be referred to the council’s cabinet.

“In conclusion, councillor Bearder has also asked that I pass on his apologies to everyone who wished to speak on this item for any inconvenience caused by this decision.”

The county council has been contacted for comment.
