AN Oxfordshire man is fed-up with seeing rubbish dumped on a street which he says has led to the appearance of vermin.

The man, who has asked not to be named, said there is 'complete mess' in Broome Way, Banbury, as waste is fly-tipped next to a bottle bank.

Despite Cherwell District Council cleaning up the rubbish when it appears, he is frustrated with the problem, saying it has been ongoing for 12 months.

He said: "Every day people are dumping stuff near the recycling area and it is now a health and safety issue and Vermin is starting to appear. This is becoming an embarrassment of the council.

"We should not have to keep paying for the council to simply remove the waste every few days when it's reported and they should be more pro-active and investigate the problem and prosecute the offenders."

Cherwell council says it is aware of the problem and understands peoples' concerns.

A council spokesperson said: "Officers have made a number of visits to the site to clear waste and gather any evidence. The council follows up on reports of fly-tipping and will look to pursue enforcement measures when the evidence allows us to do so."

The council thanks those who use bottle bank sites 'responsibly' but also reminded people that it is illegal to leave waste at bottle bank sites, including leaving bottles on the ground.

It added: "Bottle banks play an important role in reusing valuable resources and keeping waste out of the incinerator at Ardley, we ask the public to use them responsibly.

"For those that don’t, formal enforcement measures can include fixed penalty notices (a fine of up to £400) and prosecution (up to £50,000 or 12 months’ imprisonment if convicted in a magistrates' court)."
