An Oxfordshire man who gave first aid to victims of the London tube bombings in July, 2005 has been denied an award in the New Year's Honours.
Tim Coulson, 53, from Henley-on-Thames, was reportedly snubbed having been nominated by his wife, Judy.
Mr Coulson helped victims of the Edgware Road bombing on July 7.
But, according to a national newspaper report, the Government's Cabinet Office told Mrs Coulson honours were awarded to people for service over a sustained period - and not specifically saving lives.
