A street drug dealer described as a "major player" in Oxford's crack cocaine and heroin distribution has appeared in court after being caught on camera.

Kyle Otwell, 21, was seen on CCTV sizing up a deal outside the Templars Square shopping centre, in Cowley.

And as these pictures show, he fled when approached by two police officers but was chased and caught. The officers found he had 25 wraps of crack cocaine and heroin in his pockets, with a street value of £1,000.

When his home in Pound Way, less than 250 yards from where he was dealing, was searched, police found another £9,000 worth of drugs.

Yesterday, at Oxford Crown Court, Otwell admitted four charges of possessing class A drugs with intent to supply and was remanded in custody.

Pc David Scott, a Cowley neighbourhood officer, said: "Without doubt, this is the most significant drug find in the Cowley area this year.

"The amount of drugs he had on him and the drugs at his house suggests he was a major player in the distribution of crack cocaine and heroin in the Cowley area.

"He was clearly street dealing and got picked up by the CCTV cameras, which shows the benefit of working closely with our partners and camera operators."

The footage was taken on September 25 after Pc Scott spotted two known drug users and contacted the CCTV control room.

The addicts were watched as they made a phone call and within minutes, Otwell appeared.

After Pc Scott and Pc Matt Sulley confronted Otwell to carry out a search, he threw 15 wraps of heroin and 10 wraps of crack cocaine to the ground.

The drugs were spotted by the CCTV operator and later retrieved by officers.

The operation led to one of the biggest recent street drug hauls in the city.

Pc Scott added: "It's very rare we catch someone like this. But it's always nice to get a major player out of the way.

"Stopping the open selling of drugs on the streets can prevent other associated crimes that come from drug use and spread the word that you can't buy and sell drugs in Cowley."

When police searched Otwell's home, they found a further 29 packages of crack cocaine and 67 of heroin, worth almost £4,000, the court heard.

Peter Coombe, prosecuting, said a piece of heroin weighing 79.7g - worth £5,000 when broken down for individual street deals - was also discovered. Police also confiscated £2,000 in cash.

Judge David Morton Jack remanded Otwell in custody until January 14 for sentencing.

Leigh Thompson, drugs co-ordinator for Oxfordshire, said: "It is quite a significant seizure. With him being remanded in custody, it sends a clear message that if you are caught dealing drugs, you will be remanded in custody.

"From my memory, I cannot recall if it's the biggest street seizure in Oxford, but a very significant one, nonetheless. It's a good result to get him off the street."
