Oxford City Council's performance is improving, according to a survey of services.
The survey, conducted by council officers, shows improvements in many areas compared to the same period last year.
These include significant improvements in recycling, street cleanliness and time taken to process benefit applications.
There has also been a reduction in the number of households in temporary accommodation.
John Goddard, leader of the council, said: "I am encouraged by these results. We are making steady progress and our performance in a number of key areas is improving."
