The man, who did not want to be named, said he also saw 'at least' three police cars on the adjacent Blackbird Leys Road bridge, which is over railway tracks.
A passing motorist also shared a picture of police on the road and said there was a cordon in place.
He said: "The police cordon would not allow members of the public near the spot in undergrowth and trees adjacent to the bridge footpath."
South Central Ambulance Service and Thames Valley Police have been contacted for information.
