THE Government spent £4m to ease congestion and reduce accidents at the Green Road roundabout on the Oxford ring road in April 1987.
The roundabout in Headington had the second worst accident record in the county.
Transport chiefs planned a major upgrading of the roundabout with the plan announced by Transport Minister John Moore.
It was part of a £700m programme of improvement to the country’s roads.
Also in the pipeline was the £6.5m scheme to turn the A43 Oxford to Northampton road into a dual carriageway.
