A member of staff at the pub said the emergency services had all been on scene when he arrived for work at 3.20pm.
He said it was not clear what the emergency was, but that there was nothing obvious in the open, such as a car crash.
He said: "When I arrived to set up the pub at twenty past three they were here.
"It looks like there is still the critical care response car, two ambulances and two police cars.
"They've all parked on the corner of Iffley Road and Bullingdon Road."

He also warned that the incident was already causing traffic to build up on Iffley Road, and warned motorists to avoid the route if possible.
South Central Ambulance Service has said the situation 'is not a major incident', but said it cannot provide any details and referred all questions to Thames Valley Police.
The force has been asked for more information.
