Motorists were coming off the A34 at the Botley Interchange to avoid the traffic which was building from Wytham all the way to Botley and eventually the Peartree Interchange.
Both lanes were closed before one was opened southbound.
The crash happened just below the bridge at the interchange and the driver stuck in the traffic said there was gravel all over the carriageway.
It is not yet known whether anyone was hurt.
Oxfordshire County Council tweeted saying recovery was at the scene.
⚠️Expect slow traffic approaching #BotleyInterchange on the #A34 southbound due to an incident blocking lane 1. Police are on scene and recovery is underway so this should clear shortly #OxonTravel
