A village pre-school has been described by inspectors as a "warm, welcoming environment".
The report, by the education watchdog Ofsted, praised Benson Community Pre-school, singling out its "positive" and "enthusiastic" staff.
It gave the the 40-pupil pre-school, in the village near Wallingford, an overall grade of 'good' - the second highest achievable.
The report said: "Children's confidence and self-esteem is well supported by the frequent praise and encouragement shown them by staff.
"This ensures the children feel valued as individuals.
"Staff provide very good role models as they are calm, polite and respectful."
The play areas were described as comfortable and safe and children were allowed to use their imaginations with outdoor activities, promoting an active and healthy lifestyle while developing the children's physical skills.
Pre-school managers Ria Harding and Lisa Wells said they were pleased that the report recognised the hard work staff had put in.
Alison Wood, chairman of the parent committee, said: "The report is a good reflection of what we're trying to achieve - a warm atmosphere, caring staff and children who feel happy and safe."
Ofsted also recommended the quality of the self-selection snack bar should be improved and suggested letting the children prepare food to promote skills such as cutting and spreading. The school has since made these changes.
