HIGHWAYS England has involved more than 400 groups in discussions about the Oxford-Cambridge expressway, it can be revealed.
Responding to a freedom of information request, the agency said it had formed a list of about 440 stakeholders, including all of Oxfordshire's councils.
Other stakeholders include major businesses, such as pharmaceutical company GlaxoSmithKline and Asda. Historic England is another.
Many MPs, including all of Oxfordshire's, are included as stakeholders, according to the list.
