A member of the public said the crash happened about 8.30pm shortly before all the power went out in High Street. It is not known if it was linked to the crash just moment before.
The two vehicles appear to have collided at the junction of High Street and King Edwards Street.
Traffic in the area was backed up as recovery services dealt with the crash with queues backed up into the city centre.
South Central Ambulance Service has been approached for details.
