POLICE were called to Oxford's central library earlier upon receiving reports that 'aggressive men' were refusing to leave.
Three men have been arrested in connection with the incident and remain in police custody.
Thames Valley Police spokesman Gareth Ford Lloyd said: "At around 11.40am this morning officers attended the Central Library, Westgate Shopping centre as a number of men were being aggressive and refusing to leave the library.
"Three men were arrested, they remain in custody. An investigation is ongoing."
Bus passengers reported seeing 'a ton' of activity in the area of New Road and Castle Street next to the entrance of the shopping centre.
The Oxford Mail saw a police car stationed at the Bonn Square entrance to the Westgate at around 1pm.
Those travelling from Oxford Station said they spotted the swarm of police cars on Castle Street as their bus turned from New Road.
