• When does the council activate SWEP?

On the first night of a Met Office forecast that overnight temperatures will be zero or below on three or more consecutive nights. It has the discretion to activate SWEP during adverse weather.

• How many nights has SWEP been open so far this winter?

18. Seven of these nights were discretionary.

• How many people have used SWEP emergency beds so far this winter?

94 individuals. There have been 368 stays.

• Is it free?

There is no charge for a council-funded hostel, an emergency SWEP bed, or a church-run Oxford Winter Night Shelter bed. The council fund 212 beds, other county districts fund 29.

What services are available to homeless people?

• St Mungo’s Street Population Outreach Team (OxSPOT) helps rough sleepers access accommodation and support.

• Homeless Oxfordshire – O’Hanlon House provides 20 sit up (assessment) beds and 56 beds for residents.

• A2Dominion – There are 22 beds for Oxford rough sleepers in Simon House, which is in the process of being decommissioned. A2Dominion is building a new supported accommodation facility in Rymers Lane. This will open this summer, providing 22 high support beds and 15 move on beds in dispersed accommodation.

• Oxford churches have opened 20 beds at Oxford Winter Night Shelter, until March ends.

• Aspire Oxford is a SWEP provider and provides work and training opportunities and training through own its social enterprises to those who who may face barriers to work.

• Crisis Skylight, Emmaus and The Big Issue Foundation also provide employment and training opportunities for homeless and vulnerably housed people.

• Homeless Oxfordshire, The Porch Day Centre and Oxford Gatehouse provide more than 100 hours a week in day services, including shower and laundry facilities, cheap and free food, internet, clothing, activity groups, work experience and training.

• The government’s temporary Rough Sleeper Initiative is funding 39 new beds and a homeless hub in Bonn Square.
