Woodstock Road has flooded with water shooting up into the air from the ground.
The road is currently being improved as part of an Oxfordshire County Council scheme to improve pedestrian and cycle flows.
But an entire lane has been flooded following what appears to have been a burst water pipe.
It is understood that council workers were not allowed to deal with the flooding and have been instructed to wait for Thames Water.
A Thames Water spokesman confirmed the utility company were sending down a technician 'as a priority' to investigate what has happened and fix it.
