WALLINGFORD town councillors want changes to the electoral system before the next council elections.
At the last review of parish boundaries, Wallingford was split into two wards by South Oxfordshire District Council for both town and district councils.
That has led to the north ward electing 13 councillors and the south just three representatives.
At the last election there was an election in the larger ward but too few people stood in the smaller one, leaving just Rita Kemp to go on to the council unopposed.
That left the town council with the job of co-opting two new members to bring its number up to 16.
New member Bernard Stone said: "The town should be one big ward with all the candidates on one list for the electors."
