JUDGING by the picture accompanying the article, see above, on giant hogweed concerns, the plant appears to be the hogweed Heracleum sphondylium, which is harmless.
It is giant hogweed Heracleum montegazzianum which is much larger with flowering umbels up to 3ft across that is the problem, causing sensitisation of the skin to ultra-violet light.
