Thames Water engineers will be at Normandy Crescent in Cowley today trying to establish why the pipe burst.
The main burst yesterday for the second time in seven years flooding 15 houses and eight flats and cutting off a further 27 homes.
Thames Water has said this morning that all residents had been found temporary accommodation, mainly in hotels, but it would be some time before they could live at home again.
Spokeswoman Becky Trotman said: "We were able to find accommodation for all those 23 properties so thankfully everyone affected had somewhere safe to stay overnight.
"The majority of people are in hotels but going forward that may not be suitable so we may look at longer term solutions like short-term rental accommodation.
"It's about treating them all as individuals and what suits each household best."
Engineers are on site today digging up to 15ft to reach the pipe before it can understand the cause of the damage.
The company will have loss adjustors on site today, as well as support staff to give advice and answer questions to affected residents.
No homes have been cut off from their water supply.
A security firm is on site to make sure the homes are secure. Usman Sherazi, a security officer with London-based Systematic Security, said: "We were worried last night because people were concerned about moving quickly but there were no problems."
He said residents who had to leave their ground-floor flats would be coming back throughout the day to collect their belongings. He said the team would be providing security throughout the day and night and could be there for the next six months.
Stagecoach has said this morning its route 10 bus is now able to service Horspath Road after the flooding.
