Ann Ducker, leader of South Oxfordshire District Council, has died.
The Goring ward councillor died following a short illness, a council statement said.
Mrs Ducker was first elected to South Oxfordshire District Council in 1983 and was re-elected seven times.
She was chairman of the council for two years between 1992 and 1994.
In 1995 she became leader of the Conservative group on the council and became leader of the authority in 2003.
She was given an MBE in 2010 for her services to local government.
In 2008 she stood against John Howell for the position of Conservative candidate for Henley after the resignation of Boris Johnson.
Mr Howell, who won the nomination and the seat in Parliament, said: “I have known her for many years and we had a relationship that was still characterised by a considerable amount of friendship.
“She was a very strong character and she will be sorely missed.”
Councillor Barry Norton, Leader of West Oxfordshire District Council said, “I am deeply saddened to learn of Ann’s passing. We have worked closely together for many years on countywide and regional matters.
“Ann had a remarkable ability to quickly focus on the real issues and she always displayed a heartfelt enthusiasm in serving South Oxfordshire and its residents.
“I shall miss her wise counsel very much indeed.”
