A car was seized and 50 drivers were stopped on Monday morning in Oxford during police checks in Northway, Headington.
Thames Valley Police said a driver of a red Vauxhall Corsa was caught driving while speaking on the phone, without wearing a seatbelt or with a licence or insurance.
Of those pulled over, 22 were found to be speaking on their phones while driving.
They received three penalty points and a fine of £100 each.
A further 28 drivers were fined £100 for driving without wearing sea belts.
Thames Valley Police tweeted that one female driver who was pulled over for speaking on her phone, denied the accusation, and said: “I couldn’t have been as I was putting on makeup and eating [a] croissant.”
Checks took place between 8am and 10am.
