CHENEY School has been recommended as the preferred body to run the planned primary school in Barton Park.
Oxford City Council is hoping to build 900 homes on land west of Barton over the next few years, with work starting next year.
A new primary school has been included in the development and Oxfordshire County Council, the education authority, has been looking for a sponsor for it.
Government rules mean that all new schools must now be either academies or free schools, which both have more independence from council control.
Cheney School Academy Trust, which runs Cheney School and will take over Bayards Hill Primary School from October, has been recommended by county council officers as the preferred sponsor.
A decision will formally be taken by the county council’s cabinet on Tuesday.
