THE court defeat by the Campaign to Protect Rural England in its campaign over the Castle Mill student accommodation was not a surprise.
But the campaigners can hold their heads high because it is their pressure that has led to the far more important step of the review into how Oxford City Council tied itself into such knots over the original planning permission.
