Surveyors were due to abseil down one of Oxford’s tower blocks this morning as work on a £15m refurbishment project begins. Contractors employed by the city council will be carrying out an investigation into the state of Hockmore Tower in Cowley. As part of the survey, they will need to abseil down the sides of the tower to get a closer look.
