Thames Valley Police said traffic is flowing through the junction slowly.
The Oxford Bus Company has said the M40 closure at the Bicester junction is "currently having a detrimental impact on airline services, causing delays".
The crash took place between J9 near Bicester and J8A near Oxford in the northbound carriageway.
As a result, the 2.10pm airline service from Oxford to Heathrow and its return trip at 4.10pm from Heathrow to Oxford will be unable to operate.
