Oxfordshire County Council said its use of volunteers to run libraries will not be affected by a ruling which halted Surrey County Council’s plans.
A High Court judge said on Tuesday that volunteers could not be used because they did not have equality training.
But Oxfordshire County Council spokesman Marcus Mabberley said the council had “clearly set out” the process.
Volunteers are to help run 21 of the county’s libraries.
